Warum: Risiken und Möglichkeiten durch die am Projekt Beteiligten erkennen und gestalten.

Wie: Im >Definieren< Personen identifizieren, deren Einstellung und Einfluss auf das Projekt maßgeblich den Verlauf des Projektes beeinflussen können, und einbinden.

Was: Bei der Stakeholder-Analyse ermittelt das Projekt-Team die Personen, die Einfluss auf den Projekt-Verlauf nehmen können. Das Ergebnis ist ein Kommunikations-Plan zum Beispiel in Form einer RACI-Matrix (Responsible-durchführungsverantwortlich; Accountable-kostenverantwortlich; Consulted-beratungsunterstützend; Informed-informationsberechtigt).
- Personen ermitteln (z.B. auch Lead-user und Graue Eminenzen/Diven)
- Deren Meinung zum Projekt ermitteln
- Deren Einfluss-Stärke auf das Projekt ermitteln
- Einfluss-Stärke des Projekt-Teams auf die Person ermitteln
- Maßnahmen ableiten: Notwendig; Welche; Wer; Wann
Insbesondere bei komplex finanzierten Projekten stellt es eine Herausforderung da, alle Nutzer und Stakeholder zu erfassen. Komplex finanzierte Projekte meint hier, Projekte, die nicht rein bilateral finanziert sind sondern auch auf Fördermittel zugreifen. Die Fördermittel können öffentliche Mittel sein aber auch in Konzernen Budgets für Themen, die nicht allein aus einer operativen Einheit finanziert werden können oder sollen.

How: During >Define<, identify individuals whose attitudes and influence can significantly affect the course of the project, and involve them.
What: During the stakeholder analysis, the project team identifies individuals who can influence the project’s outcome. The result is a communication plan, for example, in the form of a RACI matrix (Responsible-execution responsible; Accountable-cost responsible; Consulted-consulting support; Informed-information entitled).
- Identify individuals (including lead users and key influencers)
- Determine their opinions on the project
- Assess their level of influence on the project
- Determine the project team’s level of influence on the individual
- Derive actions: Necessary; What; Who; When
Especially in complexly financed projects, capturing all users and stakeholders presents a challenge. Complexly financed projects refer to projects that are not solely financed bilaterally but also access funding from grants. These grants may be public funds or, within corporations, budgets for initiatives that cannot or should not be financed solely from one operational unit.
